DUI cases often turn on scientific evidence that many attorneys encounter only occasionally: breath-testing technology, blood analysis, standardized field sobriety testing, toxicology, and the procedures used to collect and preserve evidence. Lenny has spent decades studying that evidence and teaching lawyers how to examine and challenge it.
Lenny has completed Standardized Field Sobriety Test training at both the practitioner and instructor levels under standards established by NHTSA and the International Association of Chiefs of Police. He also completed operator and maintenance-technician training for the Intoxilyzer 5000, hosted training involving the Intox EC/IR, and completed the Robert F. Borkenstein Course on Alcohol, Drugs, and Highway Safety at Indiana University. His scientific training also includes advanced forensic chromatography and an overview of the Drug Recognition Expert program.

Lenny joined Scrofano Law PC as Of Counsel in July of 2026, bringing four decades of Maryland DUI and criminal defense experience to the firm’s Maryland clients.
The fit is a natural one. Scrofano Law PC has built its DUI practice on challenging the government’s science rather than accepting it, and Lenny is the attorney who taught much of the country how to do that. As Of Counsel, Lenny advises Scrofano Law PC attorneys, reviews complex legal and scientific issues, assists with case strategy when appropriate, and helps train the firm’s Maryland defense team. His role gives the firm’s lawyers access to four decades of experience in DUI law, MVA proceedings, forensic testing, and appellate litigation.
Lenny concentrates his practice on Maryland matters, including DUI and DWI defense, Motor Vehicle Administration license hearings, vehicular homicide and manslaughter, and serious criminal charges in Maryland’s District and Circuit Courts but advises attorneys across all three offices on DUI cases.
Recognized Authority in Maryland DUI Defense
Lenny contributed to amicus briefs in four major United States Supreme Court cases involving forensic evidence, chemical testing, and constitutional protections in impaired-driving prosecutions. He co-authored the amicus briefs filed by the National College for DUI Defense and the National Association of Criminal Defense Lawyers in Bullcoming v. New Mexico, Missouri v. McNeely, and Birchfield v. North Dakota, and joined the brief filed for the winning side in Melendez-Diaz v. Massachusetts, a decision that reshaped a defendant’s right to confront the analyst who tested their blood. Closer to home, he won a jury acquittal for a Maryland state delegate charged with driving while impaired, and has litigated appeals producing published decisions in Maryland’s appellate courts and the Fourth Circuit.
Losing your license is often the consequence clients fear most, and Maryland handles it in a separate proceeding at the Motor Vehicle Administration with its own rules and its own deadlines. Lenny has taught Maryland lawyers about MVA practice since 1986.
His peers have recognized that record repeatedly. Martindale-Hubbell gives Lenny its highest rating, AV Preeminent, and he holds Avvo’s highest rating, 10 – Superb. He has been named Best Lawyers® “Lawyer of the Year” for DUI/DWI defense in the metropolitan Washington, D.C. area three times, and in 2026 the Maryland Criminal Defense Attorneys’ Association gave him its Lifetime Achievement Award. He was the first recipient of both the MCDAA’s Fred Bennett Zealous Advocacy Award and the Maryland Office of the Public Defender’s Champion award.
Lenny is a Fellow and former Dean of the National College for DUI Defense, a former President of the Maryland Criminal Defense Attorneys’ Association, and sits on Maryland Criminal Pattern Jury Instruction Committee that writes the criminal jury instructions Maryland judges read to juries. He has trained Maryland State’s Attorneys, taught DUI science to Maryland judges, and instructed police, while serving as one of the most frequent instructors for the Maryland Office of the Public Defender since 1995. Few lawyers in the country have taught DUI evidence to prosecutors, judges, police, and defense attorneys alike.

Education and Admissions
His path began in Maryland’s courthouses. After earning his B.A. from Wesleyan University in 1977 and his J.D. from Catholic University in 1983, Lenny served as a legal intern to Judge Rita C. Davidson of the Court of Appeals of Maryland and then clerked for Judge Howard S. Chasanow in the Circuit Court for Prince George’s County. He joined Alan J. Goldstein’s practice in 1985, and in 1991 the two became partners in Goldstein & Stamm, P.A., where he practiced for more than three decades.
Lenny is admitted to the Maryland bar, the United States District Court for the District of Maryland, the United States Court of Appeals for the Fourth Circuit, the United States Supreme Court, and the District of Columbia Court of Appeals (inactive).
